China rare earths producer suspends output

(AP) ? China's biggest rare earths producer has suspended production in an effort to shore up plunging prices of the materials used by makers of mobile phones and other high-tech products.

State-owned Baotou Steel Rare Earth (Group) Hi-tech Co. said in a statement released through the Shanghai Stock Exchange that it suspended production Tuesday to promote "healthy development" of rare earths prices. It gave no indication when production would resume and phone calls to the company on Thursday were not answered.

Beijing is tightening control over rare earths mining and exports to capture more of the profits that flow to Western makers of lightweight batteries and other products made of rare earths. China has about 30 percent of rare earths deposits but accounts for more than 90 percent of production.

Beijing alarmed global manufacturers by imposing export quotas in 2009. It also is trying to force Chinese rare earths miners and processors to consolidate into a handful of government-controlled groups.

Baotou Steel Rare Earth announced a similar one-month halt to production last October, also in an attempt to push up prices by reducing supplies.

The United States, the European Union and Japan have challenged China's quotas in the World Trade Organization as a violation of its free-trade commitments. Beijing has defended its controls as necessary to safeguard a scarce resource and minimize environmental damage from mining.

Rare earths are 17 minerals used in goods including hybrid cars, weapons, flat-screen TVs, mobile phones, mercury-vapor lights and camera lenses. The United States, Canada, Australia and other countries also have rare earths but most mining stopped in the 1990s as lower-cost Chinese ores came on the market.

The global economic slowdown has hurt demand, pushing down rare earths prices. Some manufacturers have been prompted by the Chinese controls to switch to alternative materials.

Beijing's trading partners complain its export controls push up rare earths prices abroad and give buyers in China an unfair advantage.

The price of one rare earth, lanthanum oxide, has fallen 65 percent on global markets since the start of this year to $15 per kilogram this week, according to Lynas Corp., an Australian miner. But that still is nearly double price of $9 per kilogram paid by buyers in China.

Other rare earths have shown similar price declines and a wide margin between prices in China and abroad.

The Iceman is only 1.5 weeks away! ?Are you ready? you ask?
Well, the answer to that question is really complicated. At least it feels that way?
You see, this is my first mtb race. I signed up for it thinking all this time I?ve been putting in on my road bike must count for something. Nevertheless, the second I climbed aboard my mountain bike for the first time, I knew I was going to need some training. I realized that mountain biking is A LOT less efficient than road biking. It is HARD WORK! Although this realization made me shake in my boots thinking about my upcoming race, it has also made me?LOVE?the sport. I love the technical aspect of it. dodging trees, climbing hills, skidding around tight turns, and flying over logs. It?s like a high-speed obstacle course, or a pedi-powered roller coaster.? I also love that it gets me out of sight of hostile drivers and into the beautiful and peaceful woods of West Michigan, a place we could all stand to spend a little more time.

My very first mountain biking experience

Despite my new-found enthusiasm for the sport, I?ve found that getting to the trails requires a little more effort than hopping on my road bike and heading for the country.? The closest mounain biking trail to where I live is Bass River Recreational Area, one of the smaller, less technical trails in the area.? And STILL it takes me 30 minutes to get there.? With the dwindling hours of sunlight and a full time job, my trail riding has been limited to the weekends.? Most of my training has been done on my road bike, or braving the grassy shoulder of the road on my mountain bike, or (my least favorite) riding with high resistance on my trainer (ouch).

SO in light of all of that.? I HAVE NO CLUE if I?m ready for the Iceman.? I don?t know what 30 miles feels like on a mountain bike.? I don?t know what to wear for a november race.? And I don?t know what to do if I want to pass someone, or if someone wants to pass me? What I DO know, is that I am REALLY excited for my first mountain biking race and I CAN?T WAIT to give XTERRA a try next!

Texas cancer agency at odds over $3B grant

Austin, Texas ? It's been a tumultuous few months for Texas's cancer-fighting program.

The agency, whose annual meeting begins today, has seen mass resignations, accusations of politics overtaking science and new divisions over how the state should best spend $3 billion in taxpayer money fighting cancer over the next decade.

The Cancer Prevention and Research Institute of Texas is trying to repair a once-celebrated image that has been battered by top scientists publicly condemning the agency over how it operates the nation's second-biggest pot of cancer research dollars.

Thirty-three of the agency's scientific peer reviewers have recently resigned, many in protest. They include a Nobel laureate and other top names in the science community who say politics have seeped into decisions over which projects get funding and which don't.

Bill Gimson, the agency's executive director since it was founded in 2007, again denied those accusations Tuesday on the eve of what is expected to be the agency's largest annual meeting yet. Nearly 900 scientists and agency stakeholders are expected to attend.

"Obviously we will address issues that have surfaced," Gimson said. "I think, more importantly, we will reconfirm our commitment to a gold-standard peer review and picking the very best projects."

Nobel laureate Dr. Phillip Sharp, who headed the agency's scientific review council, wrote in a resignation letter this month that the agency is making funding decisions that carry a "suspicion of favoritism" in how the state is handing out taxpayer dollars. Others were more blunt: Dr. William Kaelin of Harvard Medical School, who also served on the council, accused the agency of "hucksterism."

The backlash stems from a $20 million commercialization grant awarded earlier this year for a so-called incubator project at M.D. Anderson Cancer Center in Houston. It was among the largest grants in the agency's young history and was approved without a scientific review, leading the agency's chief scientific officer to step down.

"If I could do that one grant over again, I would do it differently," said Gimson, adding that the agency has since reviewed its review process.

Gimson said the agency is still searching for a new chief scientific officer. Agency officials at this week's meeting are also scheduled to discuss proposed changes to how the state divvies up grant awards between research, prevention and commercialization efforts to bring new drugs to market.

Site seeks Web surf help

A British cancer group is turning to an unorthodox source of help in an effort to speed its research: Web surfers.
Today, Cancer Research U.K. is launching a website driven by crowd-sourcing, asking people to help spot trends in tumors. Ordinary citizens have already helped make important discoveries in other fields such as astronomy and archaeology.
"There are cures for cancer buried in our data," the website says. "Help us find them."
The group is asking volunteers to look through tens of thousands of pictures of breast cancer cells left over from recent studies and help categorize them. If successful, experts will then include samples from patients with other types of cancer.

No left turn from 7 a.m. to 9 a.m., Monday through Friday, for the following intersections:

*?? Southbound Washington Street at Princess Street

*?? Southbound Washington Street at Cameron Street

*?? Southbound Washington Street at Duke Street

*?? Southbound Washington Street at Wolfe Street

No left turn from 4 p.m. to 6 p.m., Monday through Friday, for the following intersections:

These restrictions are the result of a 2011 safety study of the Washington Street corridor, which was approved by the City's Traffic and Parking Board on Nov. 28, 2011. The study found there was an elevated accident rate for vehicles making left turns during HOV hours, in the morning from 7 a.m. - 9 a.m., and in the evening from 4 p.m. to 6 p.m.? Protected left turns, where vehicles can turn left on a green traffic signal arrow, have been added for southbound left turning vehicles at Washington Street at Wythe Street, as well as Washington Street at Princess Street from 7 a.m. to 9 a.m.

Similarly, in the afternoon, protected left turns have been added to northbound Washington Street at Wythe Street, as well as Washington Street at Queen Street, from 4 p.m. to 6 p.m.? The implementation of the left turn restrictions and protected left turns is an important recommendation of the safety study, and will assist in decreasing the number of left turn accidents on Washington Street. All other existing regulatory restrictions remain in effect.

Rare James Bond posters hitting auction block in LA

(Reuters) - In line with the 50th anniversary of the James Bond franchise, posters from every Bond movie in the series are hitting the auction block in December, along with stills, lobby cards, scripts and other 007 ephemera.

Auctioneer Profiles in History said the Bond poster collection is expected to take in well over $200,000, led by a rare "From Russia With Love" special advance Leicester Square world-premiere poster from 1963.

It is one of a handful believed still in existence and is expected to fetch $10,000 to $15,000, the auction house said.

"It's such a rare thing when you get every title like this," said Joe Maddalena, the auction house's president, referring to the comprehensive offerings.

The posters and other items were assembled over some 25 years by a private British collector, Maddalena told Reuters.

"He wanted to build the most comprehensive James Bond movie poster collection," he said.

"It's really a mind-boggling collection," Maddalena added, pointing to examples such as a yellow "Dr. No" silkscreen on linen poster from 1962 that is thought to be the very first 007 film poster ever to appear to the public.

The auction house estimates what it called the "holy grail" of film poster collecting to sell for $3,000 to $5,000, but Maddalena said he strives to keep estimates conservative.

Other highlights include posters from the earliest Bond films, including a rare U.K. advance "Goldfinger" from 1964 and a British "Thunderball" poster from 1965, each estimated to sell for $4,000 to $6,000.

The auction, including hundreds of other, non-Bond film memorabilia, will be held on December 15-16 in Los Angeles.

Hollywood memorabilia has achieved some stunning prices in recent years.

Profiles in History's 2011 auction of Debbie Reynolds' costume collection was led by the Marilyn Monroe "subway" dress from "The Seven Year Itch" which soared to $5.5 million, while Audrey Hepburn's Ascot dress from "My Fair Lady" fetched more than $4.4 million.

A charity auction of Bond items took in $2.6 million earlier this month in London, led by an Aston Martin driven by Daniel Craig in his second Bond outing, "Quantum of Solace," which sold for $390,000. Another bidder paid nearly $72,000 for Craig's "Casino Royale" bathing suit.
